Is it just Kurapika using the sniper scope to see or actually sniping? Oria is willing to bet on one more than the other.

If he's pinpointing this accurately, then he might be able to figure out the direction Oria tossed it from. That's the risk of aiming in two spots—it means Kurapika can triangulate.
So, he uses the scope on his gun to try and find Oria, firing several shots in a row as he does (20). ]
